Abstract
Government budgets at all levels are characterized by a considerable gap between receipts and expenditures. One of the most common methods of budget balancing is an attraction of foreign investments in different forms - from the acquisitions of U.S. Treasury bonds to the capital investment in local public infrastructure projects.
