Abstract
The article is about how Russian interest groups try to lobby on the ground of the Capitol, White House and Government. It is concluded that for lobbying interests the main point will be the representation of the interests in the political and public spaces and the creating of advocacy and lobbying infrastructure. Therefore, the effectiveness of lobbying will depend on some key factors. The number of actors-allies, the number of the influence institutions and groups of interest representation such as cultural, humanitarian, historical, educational, scientific, commercial must provide the information about situation, create favorable circumstances in public and political opinion, legitimize contact with legislators. The support of the legislators election campaign, the ties with Diaspora groups of voters should be based on the common interests. The funding of legislators election campaigns may be more effective and smart not directly, but through political advertising their goals and agenda.
