Abstract
The article analyzes the role of political competition in the development of tax system and government spending taking as an example the countries with developed democracy, namely the USA and Sweden. The author examines also the features of taxation in authoritarian countries, like Russia, in order to evaluate a possibility of building more transparent and efficient system of government financing.
